How Far Behind Is Thailand's EV Battery Standard? TIS 3026 vs GB 38031-2025

Thailand references UN R100 Rev.2 through TIS 3026-2563 while China enforces GB 38031-2025 from July 2026 — no fire or explosion for 120 minutes, a new 150 J underbody impact test, and a safety test after 300 fast-charge cycles. A clause-by-clause comparison.

How Far Behind Is Thailand's EV Battery Standard? TIS 3026 vs GB 38031-2025

After the Volvo EX30 fires in Thailand, the obvious question followed: is Thailand’s EV battery standard current enough?

The answer isn’t a vague “we’re behind.” The real gap is in what actually gets tested — and this piece compares it clause by clause against the source standards.

A point many people don’t realise: Thai reporting indicates that power banks are subject to a mandatory standard before sale, while the standards covering large EV traction batteries have been applied as general standards. Mandatory designation has been under discussion for some time, so check the current position with TISI directly.

More important than mandatory status, though, is which revision is referenced. Thailand works from UN R100 Revision 2 — a body of requirements focused on passive safety.


What UN R100 Rev.2 tests

It examines whether the battery survives things done to it from outside:

  • Frontal and side impact
  • Vibration
  • Mechanical shock
  • Thermal shock
  • External short circuit
  • Overcharge and over-discharge
  • Water immersion
  • External fire exposure

All of it is necessary, and all of it shares one assumption: the event starts outside the battery.

Yet the real incidents that make headlines — the Volvo EX30 among them — began with a defect inside a cell, while the car sat parked and charging. No collision, no impact of any kind.

That is the actual gap. It isn’t about how old the standard is. It’s that the standard never asks “if one cell fails by itself, can the pack contain it?”


China: GB 38031-2025, in force from July 2026

This standard replaces GB 38031-2020 and changes the central question entirely.

1. From a 5-minute grace period to no fire at all for 120 minutes

The philosophical shift: the old version was designed so you could get out in time. The new one is designed so the fire never spreads.

2. A new underbody impact test

A 30 mm steel ball strikes the underside of the pack at 150 J, three times — no leaks, no cracks, no fire, no explosion.

This targets cell-to-pack and cell-to-body architectures, where the pack doubles as the structural floor — the approach most new Chinese EVs now use.

Why this matters especially in Phuket: island roads have potholes, kerbs and speed bumps that put the underbody at risk far more often than well-maintained city roads. Underbody damage here is a concrete risk, not a hypothetical one.

3. A safety test after cumulative fast charging

The battery must complete 300 fast-charge cycles (20% to 80% within 15 minutes each), then pass an external short-circuit test with a 5 mΩ resistor for 10 minutes without fire or explosion.

This one speaks directly to Phuket users, because it acknowledges that a heavily fast-charged battery is not the same battery any more. Anyone dependent on DC charging — rental fleets, transfer drivers, and residents without home charging — is exactly who this provision protects.


Europe: UN R100-05

The new series of amendments to UN R100 adds a requirement to warn occupants within 5 minutes of a thermal event.

Timeline:

  • New vehicle types: September 2027
  • All new vehicle types: September 2029

Which means that as of mid-2026, Europe has not brought this into force either — claims that “Europe has used Revision 3 since 2024” don’t match the actual timeline.

What this means for buyers in Thailand

Most EVs here are imported from, or built to, Chinese specifications. That makes Chinese regulation far from a distant matter — it effectively sets the quality floor for the cars we buy.

Two consequences follow:

The upside: vehicles built for the Chinese market after July 2026 must clear a meaningfully stricter bar than earlier batches. Manufacturers rarely run two separate production standards for safety at this level, so Thai buyers stand to benefit indirectly.

The caution: batches built before the deadline and channelled into export markets remain under the old requirements — and if the destination market’s own standard doesn’t set a higher bar, there is no legal filter.

What consumers can practically do now is ask more specific questions than “is it certified?”:

  • When was this car built, and to which edition of GB 38031?
  • Is the pack a cell-to-pack or cell-to-body structure, and has it passed an underbody impact test?
  • Does the system alert the driver to a thermal anomaly, and how?

What owners can control themselves

Regulation moves slowly, but per-car risk can be reduced immediately:

  1. Check recall status by VIN at least annually — recalls, not standards, are the mechanism actually doing the work right now
  2. Accept every official software update — many adjust thermal-anomaly detection logic directly
  3. Have the pack inspected after any hard underbody strike, even if the car drives normally. China added a test for this for a reason
  4. Limit DC fast charging to what you need — GB 38031-2025’s 300-cycle test is an acknowledgment that cumulative fast charging affects safety
  5. Keep the 12V battery healthy — the high-voltage monitoring system runs on 12V. If the 12V dies, nothing is watching
  6. If you find a defect the distributor won’t address, contact the Office of the Consumer Protection Board on 1166 or the Thailand Consumers Council on 1502. The Volvo EX30 case shows the mechanism works — the OCPB summoned the distributor and ordered safety testing with a 30-day reporting deadline
